Landholders in Odisha pay land revenue: rent, cess and, where it applies, water tax. On the RoR these appear as Khajana (ଖଜଣା), Cess (ସେସ୍) and Jalakara (ଜଳକର). The official online payment portal is named e-Pauti. It is run by the Revenue & Disaster Management Department and developed by NIC Bhubaneswar, at odishalandrevenue.nic.in.
This page is an independent explainer. We are not linked to the department, we do not collect payments, and we never ask for your khata number or bank details.
Before you start: what to keep ready
- Khata number (Khatiyan number): from your RoR, an old rent receipt or your deed. If you do not have it, look it up free on Bhulekh first; see how to view your RoR.
- District, Tahasil and Village exactly as in the record. The dropdowns on e-Pauti are in Odia (for example, ସୁବର୍ଣ୍ଣପୁର appears as ସୋନପୁର).
- Depositor details: name and contact of the person paying.
- A net banking login or debit/credit card. The manual lists Net Banking and Debit/Credit Card through SBI ePay.
- A phone or computer where you can save a PDF, for the receipt.
Step by step: paying khajana on e-Pauti
These steps follow the official e-Pauti user manual. Labels on the live site may shift slightly.
- Open odishalandrevenue.nic.in and click "Pay Land Revenue". The form is headed "ONLINE LAND REVENUE PAYMENT FOR FINANCIAL YEAR 2026-27".
- Select District, Tahasil and Village, enter the Khata No, fill the captcha and continue.
- Check the Demand Details that appear (see the table below). If the amount or the khata looks wrong, stop and contact your Tahasil before paying.
- Enter depositor details and the captcha, then click "Continue". Write down the Transaction Number shown.
- On the Treasury page choose the payment mode and bank, then click "Proceed".
- Click "Confirm". This generates a Treasury Challan Reference Id; note it too.
- Click "Make Payment" and finish on your bank's page. A Payment Acknowledgement Slip is generated.
- Get your receipt with "Download Rent Receipt" using the transaction ID.
Lost the ID? The manual mentions a "Know Your Transaction Id" option. For more on receipts, see e-Pauti receipt download.

What the demand amount is made of
The payment form shows a breakup under "Demand Details (in Rs.)". These heads appear to correspond to the dues on your RoR Front Page (water tax, khajana, cess, nistar cess); the portal does not say so explicitly.
| Head on e-Pauti | On the RoR (Odia) | What it is |
|---|---|---|
| Water Tax (CBWR) | ଜଳକର | Water tax, one category |
| Water Tax (FWR) | ଜଳକର | Water tax, another category |
| Rent | ଖଜଣା | Land rent (khajana) |
| Cess | ସେସ୍ | Cess |
| N Cess | ନିସ୍ତାର ସେସ୍ | Nistar cess |
| Total | ମୋଟ | Amount you pay |
The portal does not explain the CBWR and FWR abbreviations, so we have not guessed their full forms here. If a head looks unfamiliar or wrong for your land, ask the Tahasil office.
Other buttons on the e-Pauti home page
- "Know Payment Status & Download Receipt": use this if money left your account but you saw no receipt, or to download a receipt later.
- "Verify Rent Receipt": mentioned in the manual, useful when someone shows you a receipt and you want to confirm it.
- "Departmental Users": for revenue staff only. Citizens do not need it.
Bhulekh's own menu also has a "Payment of Land Revenue" link.
If the payment fails or the khata is not found
- Debited but no receipt: do not pay again straight away. Wait a while, then use "Know Payment Status & Download Receipt" with your transaction ID.
- Khata not found: check the Tahasil and Village on Bhulekh, or in our district and Tahasil list; a wrong tahasil or village is worth ruling out first.
- Wrong owner or wrong demand: e-Pauti cannot change the record itself. Corrections go through the Tahasil office (see Tahasil services in Odisha). If the RoR still shows the previous owner after a sale, the fix is mutation.
- Site slow or down: try again at another time, and do not pay through an unofficial site in the meantime.
Avoid scams and know the limits
The R&DM services page lists "Payment of Land Revenue (e-Pauti)" as No Fee. Pay only on odishalandrevenue.nic.in or through the official Bhulekh menu link, and never through a link sent on WhatsApp or SMS. Nobody needs your card PIN or OTP except your bank's own page.
No official e-Pauti mobile app appears on any government page we checked. Some websites mention an "ePAUTI app" launched around January 2020 and give 5 August 2020 as the portal launch date; this is commonly reported online but not confirmed on an official page, so confirm at the Tahasil before installing any app.
Also remember: a rent receipt shows that revenue was paid on a khata. It is useful supporting evidence but it does not prove ownership. For that, look at the RoR, the deeds and the encumbrance certificate.
Frequently asked questions
e Pauti Odisha kaise bhare?
Open odishalandrevenue.nic.in, click Pay Land Revenue, select District, Tahasil and Village and enter your Khata No. Check the demand, enter depositor details, note the transaction number, choose net banking or card on the Treasury page, confirm and pay. Then download the rent receipt using your transaction ID.
Is there any charge for paying land revenue on e-Pauti?
The Revenue and Disaster Management services page lists Payment of Land Revenue (e-Pauti) as No Fee, meaning there is no service fee for using the portal. You pay the land revenue demand shown for your khata. Your bank's own terms for net banking or card payments still apply.
Money was debited but I did not get the e-Pauti receipt. What now?
Do not pay a second time immediately. Use Know Payment Status and Download Receipt on the e-Pauti home page with your transaction ID. If you lost the ID, look for Know Your Transaction Id. If the problem continues, contact your Tahasil office with your bank statement entry.
Is there an official e-Pauti app?
No official government page we checked mentions an e-Pauti app. Some websites say an ePAUTI app was launched around January 2020, but this is not confirmed officially. The portal works in a phone browser, so the safest option is to pay on odishalandrevenue.nic.in directly.
Can I pay khajana for land still in my late father's name?
e-Pauti collects the demand recorded on the khata, so payment usually goes against the khata as it stands. Paying rent does not transfer the land or update the owner's name. To record heirs, apply for mutation through the Tahasil or the Odisha Revenue Services portal.
Does the e-Pauti receipt prove I own the land?
No. It shows that land revenue was paid for a khata for that year. It is useful as supporting evidence, but ownership depends on registered deeds and the record of rights. Even mutation is treated by courts as a revenue entry that does not by itself confer title.
