Before you buy land, take a loan against it or settle a family share, you want to know whether the property has been sold, mortgaged or otherwise dealt with in registered documents. That is what an Encumbrance Certificate (EC) is for. It comes from the Registration Department, not from the Tahasil, and it is separate from the RoR (Khatiyan).

In Odisha the EC is handled by the Inspector General of Registration (IGR) on igrodisha.gov.in (the portal moved there from igrorissa.gov.in). Unlike the online RoR, the EC is digitally signed by the DSR or SR. This guide is independent and not linked to IGR Odisha.

EC vs RoR: why you need both

Point Encumbrance Certificate RoR (Khatiyan)
Who keeps it Registration offices (DSR/SR) under IGR Odisha Tahasil, under Revenue and Disaster Management
What it shows Registered transactions for the period you ask for Current holder, swatwa, rent and plots
Online copy Digitally signed EC, downloaded from Dashboard Unsigned, information only
Fee Yes, see table below No fee shown for viewing

The two can disagree. A sale may be registered (shown in the EC) while the RoR still shows the old holder until mutation is done. Reading both side by side catches this.

One limit: the national Glossary of Revenue Terms notes that informal, unregistered charges do not appear in an EC. A clean EC is not a guarantee that no one else has a claim.

What to keep ready

  • An account on IGR Odisha ("New User Registration" if you do not have one).
  • Property details as they appear in documents: district, registration office, village, plot and khata numbers. Take them from your RoR and your deed.
  • The period you want searched (from year to year). The fee depends on the number of years.
  • Net banking or a card for online payment.

If you are not sure which registration office covers the village, IGR Odisha has a "Know your SRO" link.

Steps: apply for an EC online in Odisha

Based on the official EC procedure PDF from IGR Odisha:

  1. Open https://www.igrodisha.gov.in/ and log in with "Existing User Login".
  2. Select "Online Encumbrance Certificate".
  3. Enter the property details and the search period.
  4. View the fee calculated by the portal.
  5. Click "Pay Now" and pay through the Treasury gateway or SBI ePay.
  6. The application goes to the DSR/SR office. The Head Clerk verifies it.
  7. The DSR or SR approves and digitally signs the EC.
  8. Log in again and download the EC from your Dashboard.

Use "Track Application Status" on the portal to follow it. The official pages we read do not give a fixed number of days for approval.

Official EC and certified copy fees

From the IGR Odisha government fee page. The page does not say when these rates were last revised, so confirm the amount on the payment screen.

Item Fee
General search Rs 25 for the first year, plus Rs 15 for each later year
Application fee Rs 1
User charges Rs 75 per year, maximum Rs 250
Immediate delivery Rs 15 (up to 12 years) plus Rs 2 per later year
Certified copy of a document: user charges Rs 40 per page, maximum Rs 250
Certified copy: copying Rs 3 per page, plus search/inspection fees

Example of how it adds up: a 10-year search means Rs 25 for year one plus Rs 15 for each of the other nine years, which is Rs 25 + (9 x Rs 15) = Rs 160 in search fees, before the application fee and user charges. Let the portal do the final sum.

Reading the EC before a land deal

  • Check that the plot and khata numbers on the EC match the seller's Khatiyan.
  • Look for mortgages that are not shown as released.
  • Match the last sale in the EC with the seller's name and deed.
  • If the EC shows a sale the RoR does not reflect, check the mutation case status.
  • Check the benchmark value of the land on IGR's valuation tool; see our land valuation guide.

For a sale deed, the IGR fee page lists stamp duty of 5% and registration fee of 2%. It also lists Rs 20 per plot demarcation, Rs 40 RoR postal delivery and Rs 80 per khata RoR user fee, which is consistent with mutation following on from registration. For legal advice on title, consult a lawyer: neither an EC nor an RoR is a title guarantee.

Help and contacts

IGR Odisha lists these on its home page: office 0671-2507344; toll-free 18003456739 (for online registration fee payment queries); email igr@odisha.gov.in and helpdesk.igrodisha@gmail.com. Address: Inspector General of Registration Odisha, 2nd Floor, Board of Revenue Building, Chandinchowk, Cuttack 753002.

If the portal is slow or the EC option is missing from the menu, look through the list of online services or try a desktop browser. You can also ask at your Sub-Registrar office. Never share your IGR password or payment OTP with an agent.

Frequently asked questions

How to get encumbrance certificate online in Odisha?

Log in on igrodisha.gov.in, choose Online Encumbrance Certificate, enter the property details and search period, view the fee and pay with Pay Now. The DSR or SR office verifies and digitally signs the EC, and you download it from your Dashboard. Register as a new user first if you have no account.

What is the fee for EC in Odisha?

The IGR Odisha fee page lists a general search fee of Rs 25 for the first year plus Rs 15 for each later year, an application fee of Rs 1, and user charges of Rs 75 per year up to Rs 250. Immediate delivery costs extra. The portal shows the exact total before you pay.

Is the Odisha online EC valid?

According to the IGR Odisha EC procedure, the DSR or SR approves and digitally signs the certificate, and you download it from the Dashboard. That is different from the online RoR on Bhulekh, which has no digital signature. Banks and buyers may still ask to see the original download, so keep the PDF safe.

EC odisha kitne din me milta hai?

The official IGR Odisha procedure does not state a fixed number of days. After payment the application goes to the DSR or SR office, the Head Clerk verifies it and the officer signs it. Use Track Application Status on the portal, and contact the Sub-Registrar office if it stays pending for long.

Does an encumbrance certificate show all loans and claims?

No. An EC shows registered transactions for the period searched. The national Glossary of Revenue Terms notes that informal unregistered charges do not appear in it. Also check the RoR, mutation status and the seller's documents, and ask a lawyer before a large purchase.

Can I get an EC from the tahasil office in Odisha?

The EC is a Registration Department document, issued by the DSR or SR under IGR Odisha, not by the Tahasil. The Tahasil handles the RoR, mutation and certified copies of the RoR. Apply for the EC online on igrodisha.gov.in or ask at your Sub-Registrar office.
