Mutation (ମ୍ୟୁଟେସନ) updates the Record of Rights so the new holder's name appears on the Khatiyan (ଖତିୟାନ) after a sale, inheritance, gift or partition. Once you have applied, the most common question is simple: where is my case now?
In Odisha the answer depends on the stage. Until the Tahasildar accepts your application, you track it on the Odisha Revenue Services portal. After the Tahasildar institutes the case, the official mutation procedure says status moves to the DWIST portal of the Tahasils. This page is an independent guide; we cannot see or check any case for you.
The two stages of an Odisha mutation
| Stage | What is happening | Where to track |
|---|---|---|
| 1. Online application | You applied and paid on Odisha Revenue Services. You hold an application number and an "Acknowledgement-cum-Payment Receipt". | Application Status page |
| 2. Mutation case | The Tahasildar has verified documents and instituted a case. You get an SMS when this happens. | dwistodisha.nic.in (Tahasil websites) |
If you have not applied yet, start with the online mutation guide, which covers the procedure and the official fees.
Stage 1: check application status on Odisha Revenue Services
- Open the Application Status page. You can also reach it from the "Application Status" button on the Odisha Revenue Services home page.
- Under Application Type, select Mutation. (The same list covers Conversion, Demarcation, Partition, Section 23, Section 23(A), Regulation 2, Map Requisition and Mutation Appeal.)
- Enter the Application No exactly as on your receipt.
- Enter the Mobile Number you used when applying.
- Enter the Application Date and the captcha, then submit.
- Read the status shown and note the date you checked.
Lost the application number? The same page has a "Know Your Application Details" form. It asks for Application Type, Mobile, District, Tahasil, Village and Khata No.

Payment shows debited but no receipt?
The official procedure covers this. If money was taken but no Acknowledgement-cum-Payment Receipt appeared, use "Payment Status" on Odisha Revenue Services with your Transaction Id. The home page also has "Download Receipt". Do not apply again until you know whether the first payment went through, or you may end up with two applications for the same land.
Stage 2: track the case on DWIST
DWIST stands for Dynamic Web Information System of Tahasils. According to NIC, it gives each of Odisha's 317 Tahasils a website in English and Odia, with Tahasildar contacts and cause lists (the list of cases set for hearing on a date). It works alongside LRMS (Land Records Management System), which Tahasils use for online mutation.
- Wait for the SMS saying your mutation case has been instituted, and note any case details it gives.
- Open dwistodisha.nic.in (it is on http).
- Look for your District and then your Tahasil.
- On the Tahasil's page, look for case status or the cause list, and search using your case details.
- If a hearing date is listed, attend or send an authorised person with your documents.
Honest note: official sources confirm that case status moves to DWIST after institution and that Tahasil sites carry cause lists, but we could not verify the exact menu labels or search fields inside DWIST. Screens differ by Tahasil and change over time. If you cannot find your case, call or visit the Tahasil office with your application number.
Mutation after a registered sale
If you bought land through a registered deed, you may not have applied for mutation separately. Revenue Department circulars (2013, 2016 and 2017) provide for suo-motu mutation cases when Form No. 3 is sent automatically from the registration office to the Tahasil through e-Registration. The IGR sale deed fees even include a Rs 80 per khata RoR user fee, Rs 20 per plot demarcation and Rs 40 RoR postal delivery, consistent with mutation flowing from registration.
In that case you may not have an Odisha Revenue Services application number. Check the Tahasil's DWIST page or ask the Tahasil office, quoting your deed number and the khata and plot details.
How to know the mutation is complete
The final proof is the record itself. After the case is decided, check the RoR on Bhulekh: search by khata, plot or name and see whether the new holder appears. See how to view the RoR or search by name.
- The online RoR is information only. For any official use, get a certified copy of the RoR.
- Pay land revenue in the new name through e-Pauti once the record changes.
- Mutation is a revenue entry. The Supreme Court has held that it does not by itself confer title; ownership rests on the registered documents.
Delays: what you can do
We found no official processing timeline for Odisha mutation cases on the pages we checked, so we cannot tell you how long it should take. If your case seems stuck:
- Check both stages: see whether the case has been instituted yet or is still at the application stage.
- Look at the Tahasil cause list for a hearing date you may have missed.
- Visit the Tahasil office with your receipt, application number and deed copy.
- If a case is rejected, Odisha Revenue Services lists an "Apply for Appeal" service; the mutation appeal application fee is Rs 10.
For general land record queries, Bhulekh lists the Director, Land Records & Survey, Cuttack: 0671-2509582 on working days, 10:00 AM to 5.30 PM.
Frequently asked questions
Odisha mutation status kaise check kare?
Before the case is instituted, open the Application Status page on odisharevenueservices.nic.in, choose Mutation as Application Type and enter the application number, mobile number and application date. After the Tahasildar institutes the case and you get an SMS, follow the case on the Tahasil DWIST portal at dwistodisha.nic.in.
What is DWIST Odisha?
DWIST is the Dynamic Web Information System of Tahasils. It gives each of Odisha's 317 Tahasils a website in English and Odia with Tahasildar contacts and cause lists. The official mutation procedure says that after a case is instituted, its status is available on this portal.
I lost my mutation application number. How can I find it?
On the Application Status page of Odisha Revenue Services, use Know Your Application Details. Enter the Application Type, your mobile number, District, Tahasil, Village and Khata No. If that fails, visit the Tahasil office with your payment receipt or bank statement entry.
How many days does mutation take in Odisha?
We found no official processing timeline for Odisha mutation on the government pages we checked, so we cannot give a reliable number. Track both stages online, watch the Tahasil cause list for hearing dates, and ask at the Tahasil office if the case seems stuck.
My land was registered but I never applied for mutation. Is there a case?
Possibly. Odisha circulars provide for suo-motu mutation cases when Form No. 3 is sent automatically from the registration office to the Tahasil through e-Registration. Check the Tahasil's DWIST page or ask the Tahasil office using your deed and khata details.
Mutation is done. Does that make me the legal owner?
Mutation updates the revenue record (the RoR). But the Supreme Court has held that a mutation entry does not by itself confer right, title or interest. Ownership rests on your registered deed or other valid title documents.
