Khatiyan (RoR), information only

Many families in Odisha know whose land it is, a grandfather, a parent, a seller, but not the Khatiyan (ଖତିୟାନ) number. For this situation the official Bhulekh portal offers a Tenant search. In Odisha's land records the landholder is called the tenant or praja; the RoR column reads ପ୍ରଜାର ନାମ, ପିତାର ନାମ, ଜାତି ଓ ବାସସ୍ଥାନ (tenant's name, father's name, caste and residence).

This page is an independent guide, not a government service. The search runs only on bhulekh.ori.nic.in, and we never ask for names, khata numbers or documents.

Step by step: Tenant search on Bhulekh

  1. Open bhulekh.ori.nic.in in a browser. The site usually moves from https to http on inner pages; that is expected.
  2. Look for "View RoR" in the menu.
  3. Select the District (ଜିଲ୍ଲା). District names in the dropdown are in Odia, for example କଟକ for Cuttack or ଖୋର୍ଦ୍ଧା for Khordha.
  4. Select the Tahasil (ତହସିଲ) and then the Village or Mouza (ମୌଜା).
  5. Choose the Tenant option as the search type.
  6. Depending on the screen, you may see a list of tenant names for that village or a box to type part of the name. Pick the closest match.
  7. Open the record. Confirm the father's name and residence on the RoR Front Page before trusting that you have the right person.
  8. Go to the RoR Back Page to see the plots, Kisam (କିସମ) and area (ରକବା) held under that Khatiyan.

Screens may look different from this description, since the portal is updated from time to time. If the page times out, start again from the menu. If you are unsure of the Tahasil for a village, check the list of Odisha districts and Tahasils.

Why your name is not found: Odia spelling tips

Spelling is a common reason a name search fails. The record is in Odia, and the name may have been written long ago. Try these fixes:

Problem What to try
English typing gives no result Switch the portal to "Odia" (top right) and browse the Odia list instead of typing
Odia letters show as boxes Use the portal's "Download Odia Font" button, or try a phone browser
Name recorded differently Search by the first few letters only, or by surname
Owner died long ago The record may still show the older generation, so search the grandparent's or parent's name
Land was sold The seller's name may still appear if mutation is pending; the buyer's name only after mutation
Joint family land Look for several co-tenants on one Khatiyan, not separate records

Also check you chose the right village. The record uses the revenue village (Mouza) name, which may differ from the name people use locally.

Reading the result correctly

A name match is a lead, not proof. Before relying on it, read these fields in the record:

  • Khatiyan serial number: note it down. Next time you can search directly by Khatiyan.
  • Father's name and residence: the most reliable way to tell two people with the same name apart.
  • Swatwa (ସ୍ଵତ୍ଵ): the nature of the right, for example ସ୍ଥିତିବାନ (Sthitiban).
  • Plot list and Kisam: on the Back Page. Our Kisam guide explains land classes.
  • Final publication date: shows how old the settlement entry is.

For a full field map with Odia labels, see the Bhulekh RoR guide.

Privacy and fair use

Bhulekh is public, and anyone can search a village by name. That is useful for buyers and heirs, but it also means you should take care:

  • Do not share screenshots of other people's records on social media.
  • Never pay an agent, website or WhatsApp contact who offers to "find all land in a name across Odisha". The official search works village by village, and it is free.
  • Never share OTPs or bank details to view a record. Viewing needs no login at all.

This website does not run any search and keeps no names or records.

What a name search cannot do

Be clear on the limits:

  • It does not search across all of Odisha in one go. You must pick each District, Tahasil and Village.
  • The online RoR is not digitally signed and has a "BLANK SPACE FOR STAMPING", so it is for information only. For legal use, get a certified copy from the Tahasil office or through e-District (see certified copy of RoR).
  • A name on the RoR shows the revenue record, not final title. Courts have held that mutation entries are for fiscal purposes and do not by themselves confer title.
  • If the name is wrong in the record, Bhulekh cannot fix it. Correction goes through the Tahasil office.

If a name entry is missing after a registered sale or inheritance, the next step is usually mutation.

Frequently asked questions

Naam se zameen kaise dekhe Odisha mein?

On bhulekh.ori.nic.in open View RoR, select District, Tahasil and Village, then choose the Tenant search option. Pick or type the owner's name and open the matching Khatiyan. Check the father's name on the record to be sure it is the right person. The search is free and needs no login.

Can I search land records by name for the whole of Odisha?

No. The official Tenant search works inside one village at a time. You first select the District, Tahasil and Village, and only then can you search by name. If you do not know the village, ask family members or check old rent receipts or deeds for the Mouza name.

Why does Bhulekh not find my father's name?

The record is in Odia and may use an older or different spelling. Switch the portal to Odia and browse the list, search with fewer letters, or try the grandfather's name if mutation was never done after a death. Also confirm you picked the correct revenue village and Tahasil.

Should I type the name in English or Odia?

The records are written in Odia, so English typing often fails. The portal has an Odia button at the top right. Browsing the Odia list of tenant names for the village is usually more reliable than typing. If Odia text shows as boxes, use the portal's Download Odia Font option.

Is a name match on Bhulekh proof that the land belongs to that person?

No. The online RoR is information only and is not digitally signed. A revenue record also does not by itself prove title. For a purchase, check the registered deeds and the encumbrance certificate, get a certified RoR copy from the Tahasil office or e-District, and take legal advice if needed.

Someone offers to find all my land by name for a fee. Is that official?

No. The official name search on Bhulekh is free and works village by village. There is no official paid service to find all land in a name across Odisha. Do not share OTPs, Aadhaar or bank details with such agents or websites.
