Switch the official Bhulekh portal to Odia, or open any Khatiyan, and most labels are in Odia script. Some dropdowns, such as the district list on some pages, are in Odia. If you read Odia comfortably, this is no problem. If you grew up reading English or Hindi, or you are helping a relative from outside Odisha, it can stop you at the first screen.
The glossary below has two kinds of entries. Terms without a star were seen on official pages: a live RoR, the Bhulekh menus or the e-Pauti payment form. Terms marked * use standard Odia spellings that we did not see printed on a portal page, so the portal may spell them slightly differently. This is an independent guide, not an official dictionary.
Glossary: Odia land record words

How to use these words on Bhulekh
- Open the official portal at https://bhulekh.ori.nic.in/ and choose the language with the "Odia" or "English" toggle at the top.
- Pick ଜିଲ୍ଲା (District), then ତହସିଲ (Tahasil), then the ମୌଜା (village).
- Choose the search type: ଖତିୟାନ (Khatiyan), ପ୍ଳଟ (Plot) or the tenant's name (ପ୍ରଜାର ନାମ).
- On the record, read the header (ମୌଜା, ତହସିଲ, ଥାନା, ଜିଲ୍ଲା), then the tenant, ସ୍ଵତ୍ଵ and ଦେୟ lines.
- On the back page, read each ପ୍ଳଟ with its କିସମ, ଚୌହଦି and ରକବା.

When Odia letters show as boxes or junk
- The Bhulekh FAQ says to use the "Odia" button at the top right for Odia view.
- On a computer, the portal offers a "Download Odia Font" button. The font is named ORBW-TTMukta and installs into the Windows Fonts folder.
- On a phone, try a different browser, or switch to English labels and keep this glossary open in another tab.
- If you copy text from the record into a message, check that the Odia letters survived the copy.
Words that confuse people most
ଖାତା vs ଖତିୟାନ: khata is the holding; khatiyan is the record of that holding. In everyday use the two numbers are often treated as the same.
ସ୍ଵତ୍ଵ vs କିସମ: swatwa is the type of right the tenant holds; kisam is the type of land. A 2020 news report (OrissaPOST, Nov 2020) said officials found 7,797 kisams and 750 satwas in RoRs and proposed cutting them to 12 kisams and 5 satwas.
ଖଜଣା vs ଇ-ପାଉତି: khajana is the land rent; e-Pauti is the official portal used to pay it. See e-Pauti.
ସାବିକ vs ହାଲ: commonly used for old and new settlement numbers. We found no official definition, so confirm at the tahasil.
ଥାନା: on the RoR this is a record field in the header. It does not mean you have to go to a police station for land work.
What this glossary does not cover
Odisha's RoRs carry thousands of local kisam names, as the 2020 figures above show, so you may meet a word not in this table. When that happens, ask at the tahasil office or the Revenue Inspector rather than guessing, especially before a sale. Translations here help you read the record; they are not legal definitions. A mutation entry, in particular, does not prove title.

What is Bhulekh in Odia?
Bhulekh is written ଭୂଲେଖ in Odia and means land records. It is also the name of the official Odisha RoR portal at bhulekh.ori.nic.in, run by the Revenue and Disaster Management Department. The portal can be switched between Odia and English with the toggle at the top right.
Khatiyan in Odia kaise likhte hain?
Khatiyan is written ଖତିୟାନ in Odia. It is the heading at the top of every Odisha record of rights on Bhulekh. The related word for the holding is khata, written ଖାତା. On Bhulekh you search by Khatiyan number; on e-Pauti the same number is asked as Khata No.
What does swatwa mean in Odisha land records?
Swatwa (ସ୍ଵତ୍ଵ) is the right or status under which a tenant holds the land. It appears on the front page of the khatiyan. One live record showed ସ୍ଥିତିବାନ (Sthitiban). A 2020 news report said 750 swatwa entries existed in RoRs and the government proposed reducing them to 5.
What is rakaba in Odia land record?
Rakaba (ରକବା) means area. On the back page of the khatiyan, each plot's area is shown in ଏକର (acre), ଡି. (decimal) and ହେକ୍ଟର (hectare). One acre equals 100 decimals, and one decimal is about 435.6 square feet. Use our land units converter for other units.
What is mouza in Odisha?
Mouza (ମୌଜା) is the revenue village named in the header of the khatiyan. It is what you select as Village on Bhulekh, Bhunaksha and e-Pauti. The mouza name may differ from the name people use for a hamlet, so check an old record if your village does not appear.
Why are Odia letters not showing on Bhulekh?
Your device may lack a suitable Odia font. The Bhulekh portal offers a Download Odia Font button, which installs a font called ORBW-TTMukta on Windows computers. On phones, try another browser or switch the portal to English and use this glossary to read the Odia dropdowns.
What does khajana mean in Odisha?
Khajana (ଖଜଣା) is the land rent or land revenue due on a khata. It appears in the dues lines of the khatiyan along with water tax, cess and nistar cess. It is paid online through the official e-Pauti portal, which the Revenue and Disaster Management services list shows as a no-fee service.
