A plot (ପ୍ଳଟ) is one piece of land with its own number inside a village (mouza). A khatiyan (ଖତିୟାନ) is the record for a whole holding, and one khatiyan can list many plots. So when someone asks for "plot details" in Odisha, they usually want two things: the line for that plot (kind of land, boundaries, area) and the name of the holder on the same record.
The official Bhulekh Odisha portal at bhulekh.ori.nic.in lets you search by plot number without any login. It is designed and developed by NIC Bhubaneswar for the Revenue and Disaster Management Department. This page is an independent guide, not a government site. We explain the steps, what each column means, and where the online view stops being useful.
Search Bhulekh Odisha by plot number: step by step
The Bhulekh FAQ describes one search flow for all record types: choose district, tahasil and village, then search by Khatiyan number, Plot number or Tenant details. For a plot search, it usually goes like this:
- Open bhulekh.ori.nic.in on your phone or computer. If the address bar changes from https to http, that is normal for this portal.
- Look for "View RoR" in the menu. If the page shows a "timed out" message, reload the home page and start again.
- Pick the District, then the Tahasil, then the Village (mouza). Names often appear in Odia script, so keep the Odia spelling of your village handy.
- Choose the Plot option and enter or select the plot number exactly as it appears on your papers.
- Open the record. The RoR Front Page shows tenant, rent and cess details. The RoR Back Page shows the plot table, which is where your plot line sits.
- Find your plot number in the back page table and read across the row: kisam and boundaries, area, remarks.
- Note the khatiyan number from the front page. You will need it for mutation, a certified copy or the Plot Unique Id lookup.
If you only know the owner's name, the tenant search is covered in our guide to Bhulekh Odisha search by name. If you know the khatiyan number, see viewing the Odisha RoR.
What the plot table shows
The plot table on the RoR back page uses Odia headings. These are the labels seen on a live Bhulekh RoR page:
| Odia label | Meaning | What to check |
|---|---|---|
| ପ୍ଳଟ (plot number) | The plot's number in that mouza | Matches your sale deed or old papers |
| କିସମ ଓ ଚୌହଦି (kisam and chouhaddi) | Land class and the plot's boundaries | Agricultural kisam may need conversion (Sec 8(A) OLR Act) before other use |
| ରକବା (rakba, area) | Area in ଏକର (acre), ଡି. (decimal) and ହେକ୍ଟର (hectare) | Area matches the deed |
| ମନ୍ତବ୍ୟ (remarks) | Notes against the plot | Any entry here deserves a question at the tahasil |
The front page of the same khatiyan gives the tenant name, father's name, caste and residence, the swatwa (ସ୍ଵତ୍ଵ, the kind of right), and dues such as khajana (rent), cess and water tax. It also shows the final publication date and rent fixation date. For a column by column walk through, see khatiyan in Odisha explained. For land classes, see kisam in Odisha.

Plot Unique Id: find it and search with it
Bhulekh has a separate page called "Search Your Plot by Plot Unique Id", reachable from the menu item "View Plot Details by Unique Plot Id". It has two parts.
Know your Plot Unique Id
- Open the SearchYourPlot page on the official portal.
- In the "Know Your Plot Unique Id" section, choose the District from the Odia dropdown of 30 districts.
- Fill in the Tahasil, Village, Khatiyan and Plot fields.
- Submit. The page answers with "Your Unique Plot Id is :" followed by the number. Write it down.
Search by Plot Unique Id
Once you have the number, type it into the field "Enter Plot Unique Id :" on the same page to pull up that plot directly, without going through district and village menus again.
A note on ULPIN: the portal page does not say whether this Unique Plot Id is the 14-digit ULPIN (Bhu-Aadhaar). According to news reports (March 2021), a ULPIN pilot started in Odisha in three geo-referenced villages of Deogarh district. Statewide coverage figures were not found on any official page. So treat the Bhulekh Unique Plot Id as the portal's own plot reference unless the tahasil tells you otherwise.
See the plot on a map
The plot table gives boundaries in words. To see the shape, use the map tools:
- The Bhulekh FAQ says maps are under the "MapView" tab, and the menu has "Map View" for village maps. See our Bhulekh Odisha map guide.
- The separate Bhunaksha Odisha portal lets you choose District, Tehsil, RI, Village and Sheet No, click a plot and read "Plot Info", or create a plot report PDF. Steps are in our Bhunaksha Odisha guide.
Villages often have several map sheets. If your plot is not on the first sheet, try the others.
When the plot search does not work
- "Timed out" screen: the session may have expired. Go back to the home page and run the search again in one go.
- Odia text shows as boxes: the FAQ points to the "Odia" button at the top right, and the site offers a "Download Odia Font" option for viewing Odia text on older computers.
- Plot not found: check that you picked the right tahasil. Similar village names may exist in more than one tahasil. Also check whether your papers carry an older plot number. Many people talk about Sabik (older settlement) and Hal (latest settlement) numbers; this usage is commonly reported online, but no official page defining them was found, so confirm the current number at the tahasil office.
- Area or name looks wrong: the online record may not yet reflect a recent sale. Ask whether a mutation case is pending. Our mutation case status guide shows how to track one.
- Site down: try later or on another network. The Bhulekh "Contact Us" page lists the Director, Land Records and Survey, Board of Revenue, Cuttack: phone 0671-2509582 (10:00 AM to 5.30 PM on working days), email dilrmp.pmu@gmail.com. The concerned Tahasildar is the other contact it names.
What plot details can and cannot prove
The online RoR page has a "BLANK SPACE FOR STAMPING" and no digital signature. No official source says Bhulekh offers a digitally signed RoR download. So the plot details you see online are for information. For a bank, court or registration office, get a certified copy of the RoR from the tahasil office or through e-District.
Also remember that a revenue record is not proof of title on its own. The Supreme Court has held that a mutation entry does not confer any right, title or interest and is only for fiscal purposes. Before buying a plot, compare the RoR with the sale deeds, check the encumbrance certificate, and look at the map.
Frequently asked questions
How do I check plot details on Bhulekh Odisha?
Open bhulekh.ori.nic.in, look for View RoR, choose District, Tahasil and Village, then select the Plot option and your plot number. The plot row is on the RoR Back Page. It shows kisam, boundaries, area in acre, decimal and hectare, and remarks. No login is needed, and the portal shows no fee for viewing.
Bhulekh Odisha plot number se details kaise dekhe?
Bhulekh portal par District, Tahasil aur Village chuniye, phir Plot number wala option lekar apna plot number daliye. RoR ka back page plot ki kisam, chouhaddi aur rakba dikhata hai. Front page par malik ka naam aur khajana hota hai. Yeh online copy sirf jaankari ke liye hai, legal kaam ke liye certified copy lijiye.
What is the Plot Unique Id on Bhulekh Odisha?
It is a number the portal returns in its Know Your Plot Unique Id section after you enter district, tahasil, village, khatiyan and plot. You can then search the plot directly with it. The page does not say whether it is the national 14-digit ULPIN, so do not assume it is unless the tahasil confirms.
Why can't I find my plot number on Bhulekh?
Common reasons are a wrong tahasil or village choice, an older plot number from a previous settlement, or a session timeout. Recheck the Odia village name, try the khatiyan search instead, and ask the tahasil office for the current plot number if your papers are old.
Can I use the online plot details for a bank loan or sale?
Usually not on their own. The online RoR shows a blank space for stamping and carries no digital signature. Institutions generally ask for a certified copy of the RoR, which you get from the tahasil office or through a Common Service Centre under e-District Odisha.
Does the plot record prove I own the land?
No. A revenue record supports your claim but does not create title. The Supreme Court has said a mutation entry is only for fiscal purposes and does not confer title. Ownership rests on registered documents, so keep your deeds and check the encumbrance certificate as well.
