Bhulekh Odisha App: Is There an Official App?

What we found

If the department releases an app later, it should be linked from bhulekh.ori.nic.in or the Revenue and Disaster Management Department site. That is the place to check, not the app store listing.

Risks of unofficial land record apps

• Stale or wrong data. An app may cache old copies or scrape the portal badly. A khatiyan that looks current may not be.
• Payment traps. Viewing the RoR on Bhulekh is free. Any app charging to "download khatiyan" is charging for something free, and the result is not a certified copy either.
• Data harvesting. Be careful with apps that ask for Aadhaar, OTPs, contacts or bank details just to show a public record. Bhulekh does not ask citizens to log in to view the RoR.
• False sense of validity. An app printout is not a certified copy. Even the official online view is unsigned and for information.

A news report (Punekar News, August 2026) describes fake government-lookalike sites and accounts selling land record extracts and maps for a fee, some never delivering. The same caution applies to apps.

Use the official portal on your phone: step by step

1. Open Chrome or any browser and type bhulekh.ori.nic.in directly. Do not rely on ads at the top of search results.
2. If the address changes to http, carry on; several inner pages of this portal redirect that way.
3. Look for "View RoR", then choose District, Tahasil and Village.
4. Search by Khatiyan, Plot or Tenant (name). Turn the phone sideways if the table is cut off.
5. To read Odia labels clearly, use the "Odia" / "English" toggle at the top.
6. Save a screenshot or use the browser's print-to-PDF option for your own records.
7. Add the page to your home screen from the browser menu. It then opens like an app, straight from the official address.

How to spot the official address

Lookalike apps and websites often borrow the word "Bhulekh" and Odia text. A few quick checks help:

• Domain: Odisha's land record services sit on government domains such as bhulekh.ori.nic.in, bhunakshaodisha.nic.in, odishalandrevenue.nic.in and odisharevenueservices.nic.in. A name ending in .com, .in or .net that is not on a nic.in or gov.in domain is not the government portal, however official it looks. That includes independent guides like this one.
• Credits: the Bhulekh FAQ page states it is designed and developed by National Informatics Centre, Bhubaneswar, Odisha, for the Revenue and Disaster Management Department.
• No fee to view: official RoR viewing needs no payment and no citizen login. The logins you see on Bhulekh, such as "RI Login for Demarcation" and "Departmental User Login", are for officials.

If you already installed a third-party app

• Cross-check anything important on bhulekh.ori.nic.in.
• Remove permissions the app does not need, such as contacts or SMS.
• Do not pay inside the app for RoR viewing.
• If you shared bank or card details, contact your bank.
