"Odisha land revenue" can mean two things: the yearly Khajana (ଖଜଣା), cess and water tax a landholder pays, and the government machinery that keeps land records. This page explains the machinery, so you know which office to approach for which problem. If you only want to pay your khajana, go straight to the e-Pauti guide.

This website is an independent guide and not part of any department listed below.

DLR&S Odisha: contacts

The Director, Land Records & Surveys regulates survey and settlement operations: survey and mapping, preparing Records of Rights, and settling rents and land revenue. Two official contacts appear:

  • Office (RTI manual): 3rd Floor, Rajaswa Bhawan, Chandinichowk, Cuttack 753004. Phone 0671-2507125. Email dlrs@nic.in.
  • Bhulekh "Contact Us": Director, Land Records & Survey, Board of Revenue, Cuttack. Phone 0671-2509582 (10:00 AM to 5.30 PM, working days). Email dilrmp.pmu@gmail.com.

The RTI manual gives the office website as "www.bhulekh.nic.in", an older address. Use bhulekh.ori.nic.in, which official district and IGR sites link to. We found no separate DLR&S website.

Which office for your problem

  1. Want to see your record? Use Bhulekh online; no login is needed (see view RoR).
  2. Name, area or kisam wrong in the RoR? Go to your Tahasil office. Bhulekh's Contact Us names the "Concerned Tahasildar" first.
  3. Bought or inherited land? Apply for mutation on Odisha Revenue Services; the Tahasildar decides it (see online mutation).
  4. Need a certified RoR? Tahasil office or e-District, including at a CSC.
  5. Paying khajana? e-Pauti, listed as a "No Fee" service.
  6. Registering a deed, checking value or EC? IGR Odisha (see land valuation).
  7. Survey, settlement or portal-wide issue? DLR&S, Cuttack, or the Tahasil first.

Odisha in numbers

According to the state portal, Odisha has 3 Divisions, 30 Districts, 58 Sub-Divisions, 317 Tahasils and 314 Blocks. Tahasils, not blocks, are the units used in the land record search menus, so always pick the Tahasil when searching records. NIC reports that each of the 317 Tahasils has a DWIST website in English and Odia, with Tahasildar contacts and cause lists, while LRMS (Land Records Management System) handles online mutation inside Tahasils.

For the district list and how to find your Tahasil, see Odisha districts and Tahasils.

Is there an Odisha revenue dashboard?

We looked for an official revenue or land records dashboard for Odisha and did not find one on the official pages checked. The nearest thing is the Public Dashboard linked from the IGR Odisha home page, which relates to registration. We have not described its contents because we did not verify them.

If you see a website calling itself the "Odisha revenue dashboard" that is not on a gov.in or nic.in address, treat it with caution and do not enter personal details there.

Land revenue and the national programme

Odisha's online records sit within the Centre's Digital India Land Records Modernization Programme (DILRMP). Land is a State subject, so states run their own systems while the Centre gives financial and technical support. Odisha was among the states listed as implementing ULPIN, and according to news reports (March 2021) a 14-digit land parcel ID was launched as a pilot in three villages of Deogarh district.

One national point matters to every landholder: the Supreme Court has held that mutation entries in revenue records are for fiscal purposes and do not by themselves confer title. Paying land revenue does not change this; ownership rests on valid title documents.
