Certified Copy of RoR in Odisha: Tahasil and e-District
- Where to apply
- Tahasil office, or a CSC / online under e-District
- e-District service name
- Certified Copy of RoR (Revenue & DM e-Certificates)
- e-District toll free
- 1800-121-8242
- Sanjog Helpline
- 155335
- Digitally signed RoR from Bhulekh
- No official source found
Many people print the khatiyan (ଖତିୟାନ) from Bhulekh and assume it is enough. Look at the bottom of that page: it carries a "BLANK SPACE FOR STAMPING" and no digital signature. That printout is useful for checking names, plots and area, but it is not an attested copy.
A certified copy of the Record of Rights is the version issued through official channels for formal use. District administration pages for Kendujhar, Kalahandi and Subarnapur all describe it as a tahasil service that can also be applied for through a Common Service Centre (CSC) under e-District. This independent guide explains both routes and what to watch for.
Online printout vs certified copy
| Bhulekh online RoR | Certified copy of RoR | |
|---|---|---|
| Where from | bhulekh.ori.nic.in, free, no login | Tahasil office, or e-District (online or at a CSC) |
| Signature | None; blank space for stamping | Issued as an attested copy by the revenue office |
| Good for | Checking details before a deal, filling forms | Banks, courts, government offices that ask for an attested record |
| Speed | Instant, when the site is up | Takes processing time at the office |
Nationally, according to the Press Information Bureau's year-end review (January 2026), digitally signed RoRs can be downloaded online in 19 States. We found no official Odisha page saying Bhulekh offers such a download, so do not rely on one existing.
Before you apply: collect the record details
- Open the khatiyan on Bhulekh Odisha and note the district, tahasil, mouza (village) and khatiyan number.
- Note the plot numbers you need, using the back page. Our plot details guide shows where to look.
- Check that the tenant name is current. If a sale or inheritance is not yet reflected, a certified copy will show the old name. Finish mutation first if you need the new name.
- Keep an ID document and a mobile number ready for the application.

Route 1: apply through e-District Odisha
The e-District Odisha portal lists "Certified Copy of RoR" under Revenue and DM e-Certificates. Citizens can register and log in to apply, or apply at a CSC.
- Open edistrict.odisha.gov.in and register as a citizen, or visit a nearby Common Service Centre and ask for the Certified Copy of RoR service.
- Look for the Revenue and DM e-Certificates section and choose "Certified Copy of RoR".
- Fill in the land details: district, tahasil, village, khatiyan number. Use the exact details you noted from Bhulekh.
- Attach what the form asks for. An official application form PDF for Certified Copy of ROR is hosted on the e-District app server. We could not open it, so we cannot list its fields.
- Submit and keep the application reference.
Help: e-District shows Toll Free 1800-121-8242 and Sanjog Helpline 155335, email ecertificate.rdm@odisha.gov.in, and technical support at edistrict@odisha.gov.in.
Route 2: apply at the tahasil office
You can also apply in person at the tahasil that holds your village's records. District pages describe the certified copy as a tahasil service. Kendujhar district, for example, notes that it has 14 tahasils, each handling its own villages.
- Find your tahasil and its contact on the DWIST site at dwistodisha.nic.in. Our tahasil portal guide explains it.
- Carry the khatiyan details and a printout from Bhulekh.
- Ask the counter which form and fee apply on that day, and get a receipt.
The Kendujhar page also cites an older form at edistrictodisha.gov.in. Forms change, so use whatever the office gives you.
Fees and timelines: what we could not confirm
We did not find an official fee for a certified copy of the RoR on the pages we checked, nor an official delivery timeline. What you pay may differ between a CSC and the tahasil counter. Ask before paying and keep the receipt.
Do not confuse this with two other services:
- IGR "Online Certified Copy": on igrodisha.gov.in, this is a certified copy of a registered document such as a sale deed, not the khatiyan. IGR lists user charges of Rs 40 per page (maximum Rs 250) plus copying and search fees.
- RoR by speed post after mutation: the mutation fee includes Rs 40 for speed post of the RoR. That is part of the mutation case.
For land history, combine the certified RoR with an encumbrance certificate, which IGR Odisha issues with a digital signature.
If something is wrong in the copy
A certified copy reproduces the record. If a name, area or kisam is wrong in the RoR itself, the certified copy will repeat the error. Corrections usually go through the tahasil. The Bhulekh FAQ points people to the Tahasil office, the DLR&S office, or the DILRMP project unit. The Bhulekh Contact Us page lists the Director, Land Records and Survey, Cuttack at 0671-2509582 (10:00 AM to 5.30 PM, working days).
Frequently asked questions
How can I get a certified copy of RoR in Odisha?
Apply at the tahasil office that holds your village records, or use the Certified Copy of RoR service on e-District Odisha, either by registering online or through a Common Service Centre. Keep the district, tahasil, village and khatiyan number ready, and save the application reference.
Is the Bhulekh Odisha printout legally valid?
It is best treated as information only. The online RoR has a blank space for stamping and no digital signature, and no official source says Bhulekh issues a digitally signed copy. Offices that need an attested record generally ask for a certified copy.
What is the fee for a certified copy of RoR in Odisha?
We did not find the official fee on the pages we checked. Ask the CSC what it charges as well. Ask at the tahasil counter or the CSC before paying, and keep the receipt. You can also call the e-District toll free number 1800-121-8242.
Odisha khatiyan ki certified copy online kaise milegi?
edistrict.odisha.gov.in par register karke Revenue and DM e-Certificates mein Certified Copy of RoR chuniye, ya kisi CSC par jaakar apply kariye. District, tahasil, gaon aur khatiyan number pehle Bhulekh se note kar lijiye.
Is the IGR Online Certified Copy the same as an RoR copy?
No. The IGR Odisha Online Certified Copy service gives copies of registered documents such as sale deeds. The certified RoR is the khatiyan from the revenue side, issued through the tahasil or e-District. A buyer or bank may ask for both.
The certified copy shows the old owner. What now?
The copy reflects the current record. If the sale or inheritance has not been mutated yet, apply for mutation on the Odisha Revenue Services portal or check if a case is already running. After the order, apply for a fresh certified copy.
