In Odisha the Record of Rights (RoR) is called the Khatiyan (ଖତିୟାନ). It records who holds a khata (holding), their swatwa (right), the rent due and every plot in that holding. The Revenue and Disaster Management Department publishes these records on the Bhulekh portal, designed and developed by the National Informatics Centre, Bhubaneswar.
This guide walks you through the RoR view on the official portal, explains both pages of the record, and tells you when the screen copy is not enough. We are an independent guide, not a government site. For the background on khata and khatiyan numbers, see Khatiyan, Khata and Jami Patta in Odisha.
Before you start: what you need
Keep these ready. Any one search key is enough, but the District, Tahasil and Village must be correct.
- District (ଜିଲ୍ଲା): one of Odisha's 30 districts. The dropdown is in Odia.
- Tahasil (ତହସିଲ): the revenue office for your area. If you are not sure, see our districts and tahasils guide.
- Village or Mouza (ମୌଜା): as written in old papers.
- One search key: Khatiyan number, Plot number, or the tenant's name.
No citizen login is needed. The FAQ on the portal says no physical visit is needed to view the record. The logins you see in the menu, such as "RI Login for Demarcation" and "Departmental User Login", are for officials only.
How to view your RoR on Bhulekh: steps
- Open the official portal at https://bhulekh.ori.nic.in/ in your phone or computer browser. Inner pages usually switch from https to http. That is normal for this site.
- If you want Odia labels, tap the "Odia" button at the top right. Tap "English" to switch back.
- Look for "View RoR" in the menu (on some pages it sits next to "Tahasil Info").
- Choose your District, then the Tahasil, then the Village.
- Pick how you want to search: Khatiyan, Plot or Tenant.
- Select or type the number or name, then open the record.
- Read the RoR Front Page first, then open the RoR Back Page for plot details.
- To keep a copy, use your browser's print or save as PDF option. Remember it is an unsigned copy.
If you only know the plot number, our plot details guide covers that route, including the "View Plot Details by Unique Plot Id" option. To search by owner name, see Bhulekh Odisha by name.

Front page and back page: what each shows
The portal FAQ says the RoR has two pages. The Front Page shows tenant, rent and cess details. The Back Page shows all plot details. A live record is headed ଖତିୟାନ with ଫର୍ମ ନଂ (Form No.) and ପରିଶିଷ୍ଟ - କ (Appendix A). Some records are titled "Schedule I Form No.39-A".

The record also shows ଅନ୍ତିମ ପ୍ରକାଶନ ତାରିଖ (final publication date) and ଖଜଣା ଧାର୍ଯ୍ୟ ତାରିଖ (rent fixation date). The kisam column tells you the land class; our kisam guide explains the categories. For converting acre and decimal, use the land units converter.
Is the online RoR valid for legal use?
Treat the online RoR as information only. The live record page carries no digital signature and leaves a "BLANK SPACE FOR STAMPING". We found no official page offering a digitally signed RoR download from Bhulekh, so do not rely on a printout for a bank, court or registration office unless that office says it accepts one.
When you need a copy that counts, apply for a certified copy of RoR at the Tahasil office, or through a Common Service Centre (CSC) under e-District Odisha. Our certified copy guide has the steps and the e-District helpline.
Also remember: an RoR entry is a revenue record. Under Supreme Court rulings on mutation, an entry in revenue records does not by itself confer title. For a purchase, check the registered deed chain and an encumbrance certificate too.
When the screen does not match or the site is down
- Session timed out screen: the home page sometimes shows this. Reload, or open the menu page again and repeat the selection.
- Odia text looks broken: the portal offers a "Download Odia Font" button (font ORBW-TTMukta). On phones, switching to English labels may be easier.
- Village not in the list: the spelling may differ from your papers, or the village may sit under a different tahasil. Ask at the tahasil office.
- Name or area looks wrong: the online record may lag behind recent changes. A recent sale may not show until mutation is done. Track it on the mutation case status page.
- Menu labels changed: portals change. Look for words like "RoR" or "Khatiyan" and follow the same District, Tahasil, Village order.
For help, the Bhulekh Contact Us page points to the concerned Tahasildar and to the Director, Land Records and Survey, Board of Revenue, Cuttack (phone 0671-2509582, 10:00 AM to 5.30 PM on working days; email dilrmp.pmu@gmail.com).
Correcting an error in your RoR
The portal is a viewing tool. It cannot correct a name, area or kisam. Corrections go through the Tahasil. A change of holder after a sale or inheritance is made through mutation, which you can apply for on Odisha Revenue Services. Read our online mutation guide for the official fees and documents. We cannot correct records and never ask for your documents.
Frequently asked questions
How can I see my RoR in Odisha online?
Open the official Bhulekh portal at bhulekh.ori.nic.in, choose View RoR, then select District, Tahasil and Village. Search by Khatiyan number, Plot number or Tenant name. The record opens in two pages: the front page with tenant and rent details and the back page with plot details. No login is needed, and the portal shows no fee for viewing.
Bhulekh Odisha RoR download kaise kare?
The portal has no separate signed download. After the record opens, use your browser's print or save as PDF option to keep a copy. That copy has no digital signature and shows a blank space for stamping, so treat it as information. For official use, apply for a certified copy at the Tahasil office or through a CSC under e-District.
Is the Bhulekh RoR printout valid in court or bank?
We found no official statement that the online RoR is valid for legal use. The page carries no digital signature. Banks, courts and registration offices usually want a certified copy. Ask the office you are dealing with, and get a certified copy of the RoR from the Tahasil office or through a CSC under e-District Odisha.
What is the difference between RoR front page and back page?
According to the Bhulekh FAQ, the front page shows tenant, rent and cess details, such as the tenant's name, father's name, swatwa and dues like khajana and cess. The back page lists all plots in the khatiyan with kisam, boundaries and area in acre, decimal and hectare, plus remarks.
Why is my name not showing in the Odisha RoR after buying land?
The RoR changes only after mutation is done by the Tahasil. Until the mutation case is decided, the old holder's name usually stays. Check your mutation application on Odisha Revenue Services or the case on the DWIST tahasil portal. If it has been a long time, visit the Tahasil office with your application number.
Can I view Odisha RoR in Odia language?
Yes. The Bhulekh FAQ says to use the Odia button at the top right of the portal. If the Odia letters do not display properly on a computer, the site offers a Download Odia Font button. On a phone, switching to English labels may avoid font problems.
