When land changes hands, the sale deed is registered at the sub-registrar office, but the Record of Rights (khatiyan) at the tahasil still shows the old holder until a mutation case is decided. Until then, Bhulekh will usually still show the seller's name. Khajana (land revenue) is usually demanded on the khata as it stands.
Odisha moved mutation applications online through the Odisha Revenue and Disaster Management services portal. This independent guide walks through the official procedure document and fee table, explains the auto mutation route after registration, and is honest about what we could not confirm, such as a processing timeline.
Two routes: auto mutation and your own application
Odisha's Revenue and Disaster Management Department has issued circulars (2013, 2016 and 2017) on starting mutation cases on its own (suo motu) when Form No. 3 is sent automatically from the registration office through e-Registration. The IGR fee table for a sale deed also includes Rs 20 per plot demarcation, Rs 40 RoR postal delivery and Rs 80 per khata RoR user fee, which matches mutation flowing from registration.
In practice that means:
- After a registered sale: a mutation case may be started from the registration data. Check with the tahasil whether a case number exists before applying again.
- Inheritance, partition, or no case started: apply yourself on the portal using "Apply for Mutation".
Not sure if a case is already running? Use the steps in our mutation case status guide.
How to apply for mutation online: official steps
These steps follow the department's own mutation procedure PDF. Screens may differ slightly from the description; look for the same labels.
- Open odisharevenueservices.nic.in and click "Apply for Mutation". No citizen login is shown on the portal.
- Enter the applicant's name, father's or husband's name, present and permanent address, PIN and mobile number. SMS alerts go to this mobile, so use one you keep.
- Enter the land details: tahasil, village, khata number, plot number and area. Copy these from the current khatiyan on Bhulekh Odisha.
- Upload your documents. The procedure gives "Registered Sale Deed, Interim Deed etc." as examples.
- Click "Submit". You get an application number. Keep it for every dealing with the tahasil.
- Click "Make Payment" and pay by net banking or debit/credit card through the Odisha Treasury portal. You receive an "Acknowledgement-cum-Payment Receipt".
- Wait for the Tahasildar to verify documents and institute the case. You get an SMS when this happens.
- From then on, follow the case on the DWIST portal of your tahasil.
If money is debited but no receipt appears, use "Payment Status" on the portal with your Transaction Id. "Download Receipt" lets you get the receipt again later.

Official mutation fees
From the Odisha Revenue Services fee structure page:
| Item | Fee |
|---|---|
| Application fee | Rs 10 |
| User fee | Rs 80 |
| Demarcation fee | Rs 20 per plot |
| Speed post fee for RoR | Rs 40 |
Example: for a sale covering 2 plots, the listed fees add up to Rs 10 + Rs 80 + Rs 40 + (2 x Rs 20) = Rs 170. The portal calculates the final amount; pay what it shows.
Related services on the same portal have their own fees. Partition on mutual agreement under Section 19(1)(c) of the OLR Act: application Rs 10, user fee Rs 80 per co-sharer, demarcation Rs 20 per plot, speed post Rs 40 per co-sharer, notice Rs 20. A mutation appeal has an application fee of Rs 10.
Documents to keep ready
The official procedure names only "Registered Sale Deed, Interim Deed etc." as examples of uploads. It does not publish a full list for each type of case. So:
- For a sale or gift: the registered deed is the core document.
- For inheritance or partition: ask your tahasil office what they expect before you upload, because the procedure does not list these.
- Always keep a recent khatiyan printout so the khata and plot numbers you type match the record.
Tracking your mutation application
There are two stages to track:
- Before the case is started: use Application Status on the revenue services portal. Choose Application Type "Mutation", enter Application No, Mobile Number and Application Date, and the captcha. If you lost the number, the "Know Your Application Details" form takes Application Type, Mobile, District, Tahasil, Village and Khata No.
- After the Tahasildar institutes the case: case status moves to the DWIST portal at dwistodisha.nic.in, which gives each of the 317 tahasils a website with Tahasildar contacts and cause lists. See our tahasil portal guide.
How long does it take? No official processing timeline was found on these pages. If your case seems stuck, visit or call the tahasil office with your application and case numbers.
After mutation is ordered
Once the case is decided, the khatiyan on Bhulekh should show the new name. Check it, then:
- Get a certified copy of the RoR if a bank or office needs it. The online view is unsigned and for information.
- Pay land revenue in the new name through e-Pauti, Odisha's online khajana portal.
One legal caution: the Supreme Court has held that a mutation entry does not confer any right, title or interest and is only for fiscal purposes. Mutation updates the revenue record; ownership still rests on your registered documents. If someone disputes a will or inheritance, that goes to the civil court.
