Picking the wrong tahasil is an easy way to end up with no matching record on Bhulekh. The portals list districts in Odia script, sometimes in Odia alphabetical order, so even finding your district can take a moment if you read only English.
According to the Odisha government's own district page, "Odisha has 03 Divisions, 30 Districts, 58 Sub-Divisions, 317 Tahasils and 314 Blocks." Note that tahasils (revenue units) and blocks (development units) are different, and their boundaries may not match. This guide is independent, not a government page.
All 30 districts of Odisha
District names below use the odisha.gov.in spelling, with common alternative spellings in brackets. The Odia column shows how each name appears in the Bhulekh and e-Pauti district dropdowns. The notes column holds only facts we could confirm; most districts have none in our research, and we would rather leave a gap than guess.

Tahasil, block, thana and RI: not the same thing
- Tahasil (ତହସିଲ): the revenue office that keeps your land record. This is the one Bhulekh asks for.
- Block: a development unit. Your block name may differ from your tahasil name.
- Thana (ଥାନା): the RoR header shows a Thana and Thana No. This is a record field, not the tahasil.
- RI circle: the Revenue Inspector's area inside a tahasil. Bhunaksha asks for it after the tehsil; Bhulekh does not.
- Mouza (ମୌଜା): the revenue village. It may not match the name people use for a hamlet.

How to find the right tahasil for your village
- Check an old document first: a previous RoR copy shows ତହସିଲ in its header, and a khajana receipt may show it too.
- If you have none, open your district's official website and look for its tahasil list.
- Open the DWIST portal (http://dwistodisha.nic.in/), choose your district and read the tahasil names. Each of the 317 tahasils has a page there.
- On Bhulekh, choose the district, then try the likely tahasil and scroll the village list for your mouza.
- If the village is not there, try the neighbouring tahasil. A village near a tahasil border may fall under a tahasil you did not expect.
- Still unsure? Call or visit the tahasil office named on the DWIST page.
Once you have District, Tahasil and Village, go on to view the RoR or search by plot.
Reading the Odia dropdown
The Bhulekh "Know Your Plot Unique Id" form and the e-Pauti payment form both show the 30 districts in Odia. A few tips:
- Switch Bhulekh to English with the language toggle at the top, if the option shows English names.
- Match the first letter. For example Cuttack is କଟକ, Puri is ପୁରୀ and Khordha is ଖୋର୍ଦ୍ଧା.
- Subarnapur appears as ସୁବର୍ଣ୍ଣପୁର on Bhulekh but as ସୋନପୁର (Sonepur) on e-Pauti.
- Balasore is ବାଲେଶ୍ଵର (Baleswar), Keonjhar is କେନ୍ଦୁଝର (Kendujhar), Deogarh is ଦେବଗଡ଼ (Debagarh).
For more words used on the forms, see the Odia land record terms glossary.

Frequently asked questions
How many tahasils are there in Odisha?
According to the Odisha government's district page, the state has 317 tahasils, along with 3 divisions, 30 districts, 58 sub-divisions and 314 blocks. NIC's news on the LRMS and DWIST systems also cites 317 tahasils, each of which has its own DWIST web page with contacts and cause lists.
Odisha district list for Bhulekh kaise dekhe?
On Bhulekh, the district dropdown lists all 30 districts in Odia script. Use the table on this page to match each English name to its Odia spelling, for example Cuttack is କଟକ and Khordha is ଖୋର୍ଦ୍ଧା. You can also switch the portal to English with the language toggle where available.
How do I know which tahasil my village is in?
Check the tahasil named on an old RoR or khajana receipt. Otherwise, look at your district website's tahasil list or the DWIST portal, then try that tahasil on Bhulekh and look for your village. If it is missing, try the neighbouring tahasil, or ask the tahasil office.
Is the tahasil the same as the block in Odisha?
No. A tahasil is a revenue unit that keeps land records, while a block is a development unit. Odisha has 317 tahasils and 314 blocks, and their boundaries may not match. For Bhulekh and e-Pauti searches, always use the tahasil.
Where can I get the tahasil list of each district?
We did not find one official page listing tahasils for all districts. District websites publish their own lists, such as the Cuttack district tahasil list, and the DWIST portal shows every tahasil by district. Kendujhar has 14 tahasils and Kendrapara 9 according to their district sites.
Why can't I find my district name on e-Pauti?
The e-Pauti district dropdown is in Odia, and one name differs from Bhulekh: Subarnapur appears as ସୋନପୁର (Sonepur). Balasore appears as ବାଲେଶ୍ଵର and Keonjhar as କେନ୍ଦୁଝର. Match the Odia spelling from the table on this page.
