Which official tool for which job

View a Khordha district RoR: steps

1. Open bhulekh.ori.nic.in and look for "View RoR". Switch the language with the "Odia" / "English" toggle if needed.
2. In the District list, choose ଖୋର୍ଦ୍ଧା (Khordha). The list is in Odia script.
3. Choose your Tahasil from the list shown for Khordha. If you are not sure which one covers your area, the sale deed or an old RoR may name it.
4. Choose the Village (mouza). In Bhubaneswar, the mouza name on your papers can differ from the locality name people use. Use the mouza name from your deed.
5. Search by Khatiyan number, Plot number or Tenant name.
6. Read the Front Page for holder, swatwa and dues, and the Back Page for plot, kisam, boundaries and area.

Points that matter more for city plots

• Locality vs mouza. Apartment brochures use colony names. The RoR uses the revenue village. Always match the mouza, khatiyan and plot number from the deed, not the address.
• Kisam. The kisam (land class) column tells you how the land is recorded. If a plot meant for a house still shows an agricultural class, ask whether conversion under Section 8(A) of the OLR Act has been done. That service is applied for on the Odisha Revenue Services portal. See kisam in Odisha.
• Flats. When you buy a flat, the khatiyan usually records the land, not your individual unit. Your title rests on the registered deed; check registrations with an encumbrance certificate from IGR.
• Old vs new numbers. Plots may have been split or renumbered over time. Make sure the plot number you search is the current one. If in doubt, ask the tahasil.
• Urban surveys. Nationally, the NAKSHA urban land survey programme was piloted in 157 urban local bodies, according to the Press Information Bureau (January 2026). We found no official page listing Bhubaneswar's status in it, so do not assume city records have been resurveyed.

Maps, khajana and valuation for Khordha

Bhunaksha: choose District Khordha, then Tehsil, RI, Village and Sheet No. A village can have several sheets; your plot sits on one. "Plot Info" and "Show Report PDF" give you the plot report. No official scale is stated, so do not measure from the screen.

e-Pauti: the payment form asks for District, Tahasil, Village and Khata No, and shows the demand (water tax, rent, cess, N cess, total) for financial year 2026-27. The R&DM services page lists the payment as "No Fee". Download the rent receipt afterwards.

Buying in Bhubaneswar: a checking order

1. Get the mouza, khatiyan and plot numbers from the seller's deed.
2. View the khatiyan on Bhulekh and match name, plot, area and kisam.
3. Look at the plot on Bhunaksha to see shape and neighbours.
4. Look at the current land revenue demand on the khata in e-Pauti.
5. Apply for an encumbrance certificate on IGR Odisha. IGR's procedure says the EC is digitally signed by the DSR/SR.
6. For loan or legal use, get a certified copy of the RoR, since the online view is unsigned.
7. After registration, follow up on mutation so the khatiyan moves to your name.

Remember that no revenue record by itself proves title. The Supreme Court has said a mutation entry is only for fiscal purposes.

We could not confirm a list of Khordha's tahasils from one official source, so use the district and DWIST sites for local details.
