What "RI" means

RI stands for Revenue Inspector (ରାଜସ୍ୱ ନିରୀକ୍ଷକ in Odia). RIs are field-level revenue officials. Odisha's map system hints at how the levels fit: on Bhunaksha Odisha you pick District, Tehsil, RI, Village and Sheet No., so each RI area sits between the Tahasil and its villages.

Demarcation means marking the boundaries of a plot on the ground using the official map. Going by its name, the "RI Login for Demarcation" link is for officials handling that work. The portal does not publish who receives these credentials or how, so we have not guessed.

So the only places where a citizen genuinely creates an account are IGR Odisha and e-District, and only for services such as the encumbrance certificate or a certified copy of RoR.

What citizens can do without any login

Everything below is open to the public on Bhulekh:

1. Open bhulekh.ori.nic.in and look for "View RoR".
2. Select District, Tahasil and Village.
3. Search by Khatiyan, Plot or Tenant name, then open the record.
4. For a plot's fixed reference, use "View Plot Details by Unique Plot Id" or "Know Your Plot Unique Id".
5. For the village map, use "Map View" or Bhunaksha Odisha.
6. For tax, follow "Payment of Land Revenue" to e-Pauti.

Need your land demarcated? Apply, do not log in

If you want your plot boundaries marked, you do not use the RI login. You apply as a citizen on Odisha Revenue Services, which lists:

• "Apply for Demarcation (For Private Individual)": official fee Rs 800 per plot.
• "Apply for Demarcation (For Industries/Corporate Sectors only)": application Rs 10 and Rs 20 per plot.

After applying, track it on the Application Status page by choosing "Demarcation(Pvt.Individual)" as the Application Type. The same page works for mutation, as explained in mutation case status. Ask your Tahasil office what happens next and when.

"RO login" and other searches

People also search for "RO login Bhulekh Odisha". The menu labels we could verify on Bhulekh are "RI Login for Demarcation" and "Departmental User Login". We did not find a separate "RO Login" label, so if you are an official looking for one, ask your Tahasil or the Director, Land Records & Survey for the correct entry point.

Stay safe: login scams

• Never enter someone else's official credentials, and never buy or borrow an "RI ID". Official logins are for department staff, and anyone selling access is not acting for the department.
• Ignore anyone who says you must "log in" or pay to view your Khatiyan. Viewing is free and open.
• Do not type passwords or OTPs into look-alike sites. Check the address bar shows bhulekh.ori.nic.in (it may switch to http on inner pages, which is normal for this portal).
• If an official contact is needed, call the numbers on the portal's own Contact Us page, not numbers found in social media posts or ads.
